My crawlspace is wet. Can I still insulate the floor?

Not until the moisture is handled. Insulating a floor over a wet crawlspace just gives the moisture something to soak into, and you end up with wet, falling batts and mold. We control the ground moisture first, a vapor barrier for a damp crawlspace, full encapsulation for a wet one, and then insulate. That way the insulation stays dry and does its job.
